八月十三日から十四日にかけて、千葉県で記録的な大雨が降りました。千葉市では十二時間で三百四十八ミリを観測し、これは八月一か月分の平年の雨の約三倍です。柏市の近くでは、一時間に約百十ミリの非常に強い雨が降りました。ウェザーニュースが約二万件の報告を分析したところ、浸水した場所の半分以上がハザードマップの浸水想定区域の外でした。町の下水道は一時間に五十ミリぐらいの雨を想定して作られているので、それ以上の雨が降ると水が流れず、道路やアンダーパスにたまってしまいます。ハザードマップを確認することは大切ですが、色がない場所でも安心はできません。
